In a strategic move towards attaining certification as a City of Ethics through the Kentucky League of Cities (KLC), the Paducah Board of Commissioners has officially endorsed amendments to Chapter 2 of Paducah’s Code of Ordinances, specifically addressing the Code of Ethics.

The initiative to achieve Certified City of Ethics status is part of Paducah’s ongoing commitment to upholding ethical standards in governance. This program, administered by KLC, acknowledges cities and their officials that adhere to principles and procedures guiding ethical conduct while providing mechanisms for resolving complaints at the local level.

To meet the application requirements set by KLC, Paducah took significant steps earlier this year. In June, a resolution was adopted, establishing six ethics principles to govern the behavior of city officials and employees. Subsequently, in October, the City entered into an agreement with KLC, which encompassed the review and update of Paducah’s ethics ordinance to align with the standards outlined in KRS 65.003.

Working closely with KLC and the City’s legal counsel, the Board has approved several amendments to Paducah’s Code of Ethics. These changes include:

  • Updating definitions, incorporating “domestic partner” into the family member category.
  • Adjusting dollar limits for gifts and honoraria from $100 to $200.
  • Revising sections pertaining to Confidential Information.
  • Clarifying violations of the Ethics Code as misconduct.
  • Introducing new sections covering Withdrawal from Participation, Endorsements, Meeting Attendance, Social Media, E-mail & Text Messages, Incompatible Offices, Equal Employment, Conduct, and City Policies & Ordinances.
  • Expanding the requirement for financial interest statements to department-head-level directors.
  • Establishing a regular meeting date for the Board of Ethics.
  • Updating and simplifying the process of filing complaints and the procedure for holding hearings.

The next crucial step in this process involves KLC providing training sessions for the Paducah Board of Commissioners, the Board of Ethics, and the City Leadership Team. This training is essential for Paducah to qualify as a Certified City of Ethics.

These amendments underscore Paducah’s dedication to transparent and ethical governance, aligning with best practices and standards set forth by organizations such as the Kentucky League of Cities. The City anticipates that these updates will further strengthen its commitment to ethical conduct and accountability in local government.
