On August 14th, 2024, the Carlisle County Sheriff’s Office responded to one vehicle, motor vehicle collision, with entrapment in the 1000 block of State Route 1591 in Bardwell. When first responders arrived on scene, they located a 2004 Chevrolet Pickup truck overturned against an embankment, as well as small utility trailer that had detached from the pickup. There were 5 occupants in the vehicle at the time of collision. Three of them were able to self-extricate and two were still entrapped. Chief Deputy Ben Green investigated the accident.

The investigation revealed that 49-year-old Timothy Rudolph of Bardwell was operating the vehicle. When speaking with Rudolph he advised Chief Deputy Green that he had been drinking but he was not driving the vehicle. The other occupants of the vehicle stated Rudolph told them to lie to law enforcement and say he was not the operator driver. However, all occupants later admitted that Rudolph was the driver. Two of the occupants were minors, who were treated by Carlisle County EMS on scene. The two that were entrapped in the vehicle had to be mechanically extracted from the vehicle and were later transported by Air Evac to out of state trauma centers due to the extent of their injuries. Rudolph’s license was suspended at the time of the accident for two previous DUI’s earlier this year.

Chief Deputy Green requested that Rudolph perform Field Sobriety Tests, to which Rudolph refused. A search warrant was obtained to collect blood kit for evidentiary purposes and was executed.

Rudolph was placed under arrest and charged with:

Operating a Motor Vehicle Under the Influence of Alcohol 4th or Greater – Aggravated

Driving DUI Suspended License 3rd or Greater Offense – Aggravated

2 Counts Assault 1st Degree

2 Counts Wanton Endangerment 1st Degree.

Rudolph completed serving a jail sentence earlier this month after he was arrested on two separate occasions during the same week, in May of 2024, for Operating a Motor Vehicle under the Influence of Alcohol.

Rudolph was lodged at the Ballard County Jail; he is presumed innocent until proven guilty.

The Carlisle County Sheriff’s Office was assisted on scene by Carlisle County EMS, Ballard County EMS, Bardwell City Fire Dept, Bardwell Police Dept, and Air Evac.

August 1, 2024 The Carlisle County Sheriff’s Office is currently working a collision in the 6500 block of KY 80 East. Please avoid the area. Multiple utility companies are on scene and enroute due to a power line over the roadway. This section of KY 80 East is expected to be closed for a few hours while the utility companies make repairs and will have to set a new pole.

The operator of the vehicle was not injured.


On July 18th, 2024, Kentucky State Police presented a case to the Carlisle County Grand Jury. The case was in reference to a 2-vehicle motor vehicle collision that occurred on May 21st, 2023, at the intersection of US Highway 62 and KY Highway 307. That collision resulted in the death of 4-year-old Bailey Brooke Shehorn. Bailey was a passenger in a vehicle being operated by her father Lucas Shehorn of Bardwell Ky. Based upon the evidence presented to the Grand Jury, Lucas Shehorn was indicted on the following charges, and an Indictment Warrant was issued for his arrest.

3. Persistent Felony Offender 1st

At approximately 6:00pm on July 18th, 2024, Chief Deputy Ben Green located Shehorn at his residence in the 100 block of Orchard Street in Bardwell and placed him under arrest. Shehorn was taken into custody without incident and transported to the Ballard County Jail.

The investigation is still ongoing, and Lucas Shehorn is considered innocent until proven guilty.

This press release is very sensitive, and emotional for the family of Bailey Brooke Shehorn. Bailey’s mother was consulted with and approved this post prior to it being made public.

Effective July 15, 2024, vehicle inspection fees in Kentucky will increase as per Kentucky House Bill 833 and KRS 186A.115. The new fees are as follows:

  • Inspection at Courthouse: $15.00
  • Offsite Inspection: $35.00

On July 10, 2024, the Carlisle County Sheriff’s Office and Kentucky State Police executed a narcotics-related search warrant in the 100 block of KY 80 East. Concerned citizens had reported Timothy Moore’s drug use. During a welfare check at the residence, probable cause for the search warrant was obtained. Chief Deputy Ben Green applied for and was granted the search warrant. Trooper Eric West found a used syringe in the toilet and a burnt spoon with methamphetamine residue in the trash.

Moore, on probation after a 2023 conviction for possession of methamphetamine, is set for a probation review on July 18, 2024. He was court-ordered to complete 300 hours of community service, enroll in drug rehab classes, and submit to random drug screens, none of which he has completed. Moore was arrested and charged with possession of methamphetamine (second offense), possession of drug paraphernalia, and tampering with physical evidence. He is lodged at the Ballard County Jail. Moore is considered innocent until proven guilty.


July 10, 2024 – The Carlisle County Sheriff’s Office is currently working a 2 vehicle collision on US 62 at the KY 1820 intersection. A 2007 Peterbuilt, and trailer were traveling eastbound when it dropped off the shoulder and collided with a 1999 Toyota Tacoma. The Tacoma was parked and left by the owner after the vehicle got a flat tire, earlier this morning. Thankfully the pickup truck was unoccupied. The semi truck and trailer overturned down an embankment. The driver was not injured. If you can avoid the area, please do.


July 08, 2024 – BALLARD COUNTY, Ky. — Misty Hodges, 42, is wanted with 13 active warrants for her arrest. Her last known address was in La Center, Ky. Hodges has warrants out of Ballard, Carlisle, Marshall and McCracken counties. All warrants are bench warrants for either theft by deception – cold checks, or probation violations. Until recently, Hodges was working at a grocery store in La Center. She is known to frequent Ballard, Carlisle, Marshall and McCracken counties.
