FRANKLIN CO, Mo (News First) – A man from Union was arrested Wednesday afternoon in Franklin County and is now facing five new criminal charges. According to the arrest report from the Missouri State Highway Patrol, 28-year-old Kelsey Jobin is being held in the Franklin County Jail and faces two counts of possessing dangerous drugs, driving under the influence and illegal marijuana possession, plus failure to appear in court for tampering with a motor vehicle and committing property damage.
