ST LOUIS COUNTY, Mo (News First) – A Missouri State Highway Patrolman shot and killed a man he was chasing Friday evening on I-44 in St. Louis County. The news release from the patrol says at 3:54 Friday afternoon, the Texas Department of Public Safety contacted the Missouri troopers and reported that 33-year-old Ryan D. Phillips of St. Louis, was en route to the St. Louis region from Texas in a red Range Rover. Texas DPS further reported that 30-year-old Delisha D. Evans of Princeton, Texas, was possibly in the vehicle with Phillips and they had concerns for her safety.

At 5:35 Friday evening, the news release says troopers observed the vehicle traveling on eastbound I-44 at Highway 141. Troopers attempted to conduct a traffic stop. Phillips fled eastward on the interstate, he exited at Elm Street and continued to South Rock Hill Road. Phillips then crashed and the vehicle overturned on Rock Hill Road at Pardee Road. Not long after, troopers had reported shots fired. The preliminary investigation revealed troopers had fired their weapons and a firearm, thought to be Phillips’, was recovered at the crash scene. Phillips and Evans were both found deceased in the vehicle. No law enforcement was injured. The causes of the deaths are pending the results of the autopsies.

The investigation is ongoing with the Missouri State Highway Patrol’s Division of Drug and Crime Control. Once the investigation is complete, the reports will be forwarded to the St. Louis County Prosecuting Attorney’s Office for review.
