Clarification of Information Regarding Refugee Resettlement Program.

Mayor George Bray wanted to clarify information regarding a September 30 meeting in which the Healthy Paducah Coalition heard a presentation from the Director of Catholic Charities with the Diocese of Owensboro regarding information about the refugee resettlement process. Mayor Bray said that misinformation has been circulating in the community. The Paducah Board of Commissioners received a letter today from Diocese of Owensboro Chancellor and Chief Administrative Officer Tom Lilly clarifying the resettlement process. Ordinances Related to 911 Services

The Paducah Board of Commissioners introduced ordinances related to the provision and funding of emergency 911 services. The first ordinance introduced amends the original interlocal agreement with McCracken County for the provision of 911 services. This change in the agreement establishes a Paducah-McCracken Joint 911 Parcel Fee Appeals Board which shall determine appeals filed by property owners concerning the classification of their property. The previous ordinance included a City board and a County board. This Joint Appeals Board shall consist of five citizens who are not elected officials nor employees of the City or County. The Mayor shall appoint two members with the McCracken County Judge Executive appointing two members. The Mayor and Judge Executive shall jointly appoint one member.

The second ordinance introduced by the Board repeals and replaces the real estate parcel fee ordinance creating the funding of 911 services, equipment, and maintenance. This update is similar to the changes in the interlocal agreement to update the appeals process. Plus, it includes the updated occupied residential unit rebate form.

Motion to Authorize the Purchase of Property

After meeting in executive session for the discussion of matters pertaining to the future sale or acquisition of a specific parcel(s) of real estate as permitted by KRS 61.810(1)(b), the Paducah Board of Commissioners returned to open session and unanimously approved the following motion: A proposed motion that the Board of Commissioners adopt a Municipal Order entitled, “A Municipal Order acknowledging that the Paducah Board of Commissioners authorizes the Mayor and/or City Manager or their designees to act as agents for the City of Paducah, KY in the matter of tendering an offer not to exceed $120,000 for the purchase of certain real property and that upon acceptance of the offer by the seller, the matter would return to the Paducah City Commission for final action.”

  • Mayor Bray presented a proclamation to numerous arts and culture agencies in attendance proclaiming October as National Arts and Humanities month in Paducah. The Yeiser Art Center brought two pieces of artwork from its permanent collection for the proclamation presentation.
  • City of Paducah Grants Administrator Hope Reasons provided an update of grants activity.
  • Municipal Order approved for a contract with West Kentucky Community & Technical College for the operation of the public and government access channels.
  • Municipal Order approved authorizing a Fleet Maintenance Service Agreement between Paducah’s Fleet Division and Crittenden County Volunteer Fire Department. Fleet will provide maintenance services at hourly rates.
  • Municipal Order approved for the purchase of reinforced concrete pipe related to the Friedman Lane Pipe Replacement Project.
  • Municipal Order approved authorizing a grant application to the Kentucky Transportation Cabinet for the County Priority Projects Program. Cities are eligible to apply for this funding for street resurfacing and repair.
  • Ordinance approved accepting the permanent utility easement for the property at 723 Cruse Avenue allowing the City to access a stormwater line for future repairs, replacements, or removal.
  • Ordinance introduced for a new interlocal agreement for the Paducah-McCracken County Geographic Information System. The McCracken County and Paducah Geographic Information System Consortium was established in 1999. This new interlocal agreement adds McCracken County PVA to the consortium.
  • Ordinance introduced amending Chapter 78 of the Paducah Code of Ordinances regarding personnel. Many of the amendments update language to match existing policies.
